Additional Evaluation Questions to Consider What does the program intend to achieve?  Which outcomes (changes, results) are desired? Who intends the program to achieve these ends or outcomes? Is the program achieving its intended goals and purposes? What unintended consequences might the program be producing? If the program is achieving its goals and intended outcomes, HOW does the program accomplish this achievement? What is it about the program that makes it work?   What 'mechanisms' or processes are at work that make the program successful? For whom does the program work and for whom does it work less well? What changes or adjustments might the program make to better achieve its desired goals/outcomes? Who (which individuals and groups) decides what the outcomes/goals of the program should be? What are the criteria for judging the success of the program?  How are these criteria developed? (Are they negotiated formally or tacitly assumed?)
